Lugia is back in Pokemon Go presumably because of an erroneous move made by Niantic.
Pokemon Go Hub hypothesizes that Niantic is loading and altering Raid Boss rosters and that they upload the incorrect assembly of Raid Bosses in the game following the completion of the Battle Showdown event.

Thus, now, all the 5th level eggs that have hatched are all Lugia. No one knows how long Lugia will last in the game, so ensure you grab it before it is gone.

Furthermore, some gamers are claiming that they were actually successful in getting a Shiny Lugia.
The last time Lugia was in Pokemon Go was between March 15th and April 2nd, when it was awarded a new skill move, the so-called Sky Attack. The legendary Pokemon Latios and Latias succeeded Lugia in April. Lugia also made appearances in July and August 2017.
When you’ re up against Lugia, you might want to come up with a Tyranitar with Bite and Stone Edge or Crunch, or a Zapdos with Charge Beam and Thunderbolt or Thunder.

Some of the gamers were capable of putting up the complete Raid Bosses rosters which are currently ready to fight in the game.

Pokemon Go has just concluded its Battle Showdown show. The event spanned from May 1st to the present-day and came with double XP, double Gym badge multiplier, and lots of cool items.
Next on the agenda, there is a new Pokemon GO Community Day which Niantic will hold starting on May 19th and which will be held between 2:00 PM and 5:00 PM EDT.
